This rule observes that the severity of the itch is directly dependent on the ability to reach it. The higher the difficulty of scratching the area of the itch, the more severe this itch will be to reach. 


Note #1. This rule also applies to areas of the body that cannot be scratched in public. The more socially unacceptable the area is to scratch, the higher the severity of the itch.
